Md. Helal Uddin Nizami, FCGIA is currently working as PROFESSOR in the Department of Accounting, University of Chittagong, Bangladesh (the second biggest & pioneer Public/Government University in Bangladesh). He joined in the University as Lecturer in July 1992 and promoted to Professor in May 2009.
Prof. Nizami has served as a COMMISSIONER – in the rank of Additional Secretary (on deputation from the University of Chittagong) the Bangladesh Securities and Exchange Commission (BSEC), the apex regulator of the country’s Capital Market for the last Nine (09) years [since 04 May 2011 to 03 May 2020] on contractual basis by the Presidential Order (Rules of Business, 1996) of Bangladesh.
Besides, he has an extensive exposure in serving as a MEMBER of the Advisory Group of the Asia Pacific Economic Corporation – Financial Regulators Training Initiative (APEC – FRTI) for the last five years. The APEC-FRTI is an ADB financed concern, established in May 1998 to strengthen financial supervision and regulation in the region by enhancing the analytical capacity of Securities Regulators and Bank Supervisors.
Further, Mr. Nizami has served as a MEMBER of the Financial Reporting Council (FRC), Bangladesh constituted under the Financial Reporting Act, 2015 since for the last three (3) years. The FRC is the sole authority of and responsible for setting-up Accounting, Financial Reporting, Auditing and Actuarial Valuation Standards in the country to bring credible and transparent Financial Reports through seamless implementation of globally accepted accounting standards and local laws in PIEs (Public Interest Entities). It can observe the activities of the Professional Accountancy Institute in relation to audit practice and carry out enforcement action for any non-compliance.
Moreover, Prof. Nizami has acted as the DIRECTOR in the Bangladesh Institute of Capital Market (BICM) around last two (2) years (since October, 2018 to 03 May 2020). BICM is the pioneer institution for imparting practical capital market education and training, and conducting international standard research on various aspects of Capital Market. The Institute is run under the supervision of the Bangladesh Securities and Exchange Commission.
Prof. Helal Nizami has also served as the COUNCIL MEMBER in the Institute of Chartered Secretaries of Bangladesh (ICSB) for the last more than seven (7) years (from June 2011 to September 2018). The ICSB is constituted under an Act of Parliament i.e. Chartered Secretaries Act, 2010 is the only recognized professional body in Bangladesh with the objective of promoting, regulating and developing the profession of Company Secretaries in Bangladesh.
Prior to joining in the University, Mr. Nizami started his career as a FACULTY MEMBER of the Bangladesh Institute of Bank Management (BIBM) in 1991. BIBM is the national Training, Research, Consultancy and Education Institute on Banking and Finance collectively owned by the Banking Sector of the country. Registered under the Socities Act (1860), BIBM was established in 1974 with an initial primary focus on providing training to the officials of banks and financial institutions of Bangladesh in order to strengthen and update their skills. Over the years, BIBM has modified its training activities and broadened its operation to cover other areas of activities such as providing education in the form of degree-Masters in Bank Management (MBM) and Evening MBM (EMBM).
Before joining at BSEC, Prof. Nizami represented in various policy making body and executive council of the University during his nineteen (19) years teaching life. He was a MEMBER OF SYNDICATE of the University of Chittagong (from the year 2007 to 2008). He also served as a MEMBER OF SENATE of the University of Chittagong (from 2001 to March 2015). Prof. Nizami also acted as a Member of Syndicate of the Premier University in Chittagong (established in the year 2002 under the Private University Act (1992), as a representative of the Bangladesh University Grants Commission (UGC) since 2013 to 2015.
Prof. Helal Nizami has recently been awarded a FELLOWSHIP by the Chartered Global Investment Analyst (CGIA) Institute, USA. He now joins distinguished professionals within the Asia-Pacific region to have received Fellowship from the Institute as a result of his outstanding contributions to the Finance & Investment profession. The CGIA Institute is a globally recognized professional body of Finance and Investment professionals setting global standards for ethical investment practices for the finance and investment management industry.
Prof. Nizami currently chairs the Network Relations Council (NRC) of the CGIA Institute. The body overseeing all member formation and activities globally.
